Summary

implement a wazero-backed VM behind wazero build tag
update version helper for wazero
update CGO files to exclude when wazero tag is set

Testing

golangci-lint run ./... --fix (fails: expected 'package' in reference-code)
make test (fails: expected 'package' in reference-code)
