This addresses an issue, introduced in #14056 and #14051, where the
functionsandstorageworkflows were not running on Xcode 15 (see #14062 (comment) for context). This uses the approach "A variable configuration in a matrix can be anarrayofobjects" described in the GitHub docs.#no-changelog
