admin command

add a new contender admin command to the CLI that includes util functions

• contender admin accounts <[-f FROM_POOL] | [-s SCENARIO_FILE]> [-n NUM_SIGNERS=10]
  • print addresses generated by RandSeed for a given from_pool
  • also accept a scenario file to see all the accounts that will be generated for its from_pool declarations
• contender admin latest-run-id
  • print the max run id in the DB
• contender admin seed
  • print the contents of ~/.contender/seed
• ...more?
