Documentation Generation is broken

The documentation generation scripts don't work at all on OSX, at minimum. At first I thought the problem was API surface area changes (the Fsharp.Formatting project changed the API for Razor templating), but even after fixing those the process just hangs indefinitely immediately after the Copying Files stage.

This has been fixed by @nojaf in #927, but there are a few remaining issues:

• there are non-https-links for css/js/etc on any of the api reference pages
• the api reference pages use the wrong path roots for css/js/images, which results in missing assets/styling on those pages. compare http://fsharp.github.io/FSharp.Compiler.Service/ to http://fsharp.github.io/FSharp.Compiler.Service/reference/index.html
