Re-enable some files for Navie including pom.xml and setup.py

#2226 applied an exclusion list which is pretty expansive.

Once we are confident that the GitHub Copilot configured exclusion list is being applied to Navie, we can relax the default exclusion list somewhat. We can re-enable access to some files that Navie would generally want to see, such as pom.xml and setup.py.
