Fix docker locale issue (#6267)

This attempts to fix the request made in issue #6267
Unfortunately I have a Apple Silicon Mac, so I'm unable to verify if this fixes the issue with INTEL/CUDA.

@ngxson Please correct me if I'm wrong -- I think that would just affect the CI process. I thought the issue occurs when using a deployed service? The comment mentions that we need to update the Docker Image -- which in turn means we need to update the Dockerfile that builds the image.
