Prebuilds: add support for using PVC\VolumeSnapshots to prebuilds.

This also includes:

• upload prebuild log into GCS (pulling it from snapshotVolume would not be trivial or instantaneous)
• validate deleting prebuild deletes old log
• validate opening workspace from prebuilt is using volume snapshot that was generated from it.
