Validate or document breaking changes on Self-Hosted September Release

Probably breaking change

• Bump runc from 1.3 to 1.4
• For a long time, there was a bug lurking in CPU Limit that prevented it from working. With this change, CPU Limit may work more aggressively and properly than before.

• Network Limiting
• Enable configuration of core dump behavior
