Epic: [public-api] Experimental TeamsService

Summary

Implement, and dogfood experimental version of a TeamsService

Context

We want to define and implement the Teams Service to start the migration of APIs to the Public API. To do this, we need to first implement our APIs in experimental mode, and dogfood them in dashboard.

In this epic, we implement and dogfood the following:

• CreateTeam
• JoinTeam
• ListTeams
• Other APIs related to Teams

Value

Doing this will enable us to incrementally move the APIs into stable, and offer them in the Public API

Acceptance Criteria

• Team APIs are implemented on Public API (can proxy to server)
• Team APIs are consumed (behind an experiment) from Dashboard

Dashboard now uses the Public API to interact with Teams. This is done behind an experiment, and will remain behind an experiment at least until we move the Public API deployment out of the experimental config.
