Problem to solve

Following up from 🅰️ the changes in #13944 which now allows users to skip prebuild by using the last successful prebuild, and 🅱️ the upcoming changes in #14303 which will add a project setting for always skipping prebuild in progress, users could benefit from a subtle hint on the workspace start page that informs them that a workspace is starting by using a prebuild from a previous commit.

This could be closely related to the context which is also missing on the workspace start page:
