[observability] variables do not update on time range change for Workspace reports #8517

Bug description

The reports here, like for Agent Smith, do not refresh variables, like Clusters, when you change the time range. As a result, you cannot select clusters (or other variables) which do not appear on initial load for the default report's time range.

Steps to reproduce

Load the agent smith report, change the date range to include Feb 20-24, try to select a cluster with a value of eu33 or us33, you will not be able to see it in the drop down.

Expected behavior

You should be able to select any variable that was available given the timeframe which was selected.

This can be fixed, by altering the settings for each report, under variables, so that the Data source refresh is set to On time range change.
