Expose perf details for the current workspace

When users are diagnosing challenges in a workspace, it would be good to expose container-specific performance information to help the user understand what is going on with their workspace and make necessary changes.

Ideally, this would be exposed as part of gp cli as this command can then be consumed via plugins in the various IDE's for IDE specific experience (e.g. the JetBrains integrated performance monitor)

@sagor999 mentioned this idea in our internal brainstorming too, and mentioned including latency, other than the usual CPU and RAM. Liked that idea 👌
