[ws-manager-mk2] Dashboard controller heatmaps (WKS-21)

Description

Update ws-manager-mk2 dashboard:

• Add Controller var, to filter metrics on a specific controller
• Convert work queue latency and duration panels to heatmaps, to better show the distribution of values:

Same for the ws-daemon dashboard:

• also updated the controller metrics queries in the ws-daemon dashboard to topk(20, ...) to limit the number of timeseries shown in the panels (there were a lot of series)

  Add desired feature flags to the end of the line above, space separated

  If enabled this will build install/preview

• /werft with-large-vm
• /werft with-gce-vm
  If enabled this will create the environment on GCE infra
• with-integration-tests=all
  Valid options are all, workspace, webapp, ide, jetbrains, vscode, ssh
