There is no 3.14 documentation on readthedocs

stable or latest might be, but

• it's unclear what the version they point to is at all
• having 3.14 today will help to refer specifically to 3.14 documentation (as latest and stable will move on).

I just created 3.14. It might be possible to have readthedocs automatically create versions when we create a release branch https://app.readthedocs.org/dashboard/cabal/rules/

stable appears to point to the latest tag, latest to the latest commit on master

@fgaz big thanks! Maybe you could also update the wiki page on releasing https://github.com/haskell/cabal/wiki/Making-a-release it should already mention something related to RTD, and that likely needs an update.
