After 3.10 release, add the new SPDX License List data, to master branch

After 3.10 release (there's too much going on during this release already), let's add the new SPDX License List data, to master branch and then backport to 3.10 branch in case we release 3.10.2.0.

It has been more than a year since this issue was assigned, and SPDX is currently on version 3.25.

Would it make sense to consider the relevant PR stale and open a new PR to update the SPDX identifiers to version 3.25?

Looking at master, this has already happened. I recommend closing this issue and the associated PR.
