Separate listing package sources from copying them over. Allows us to remove a bunch of code from 'D.C.Sandbox.Timestamp'.

setup sdist --list-sourcesfor the timestamp check. This makescabal sdistand the timestamp check work for packages that use custom preprocessors (issue #403).
