See #203 for background.

If the user installing git-source-control doesn't have %System_Callout:USE, they should be notified early at installation time and installation should be aborted (as this will currently cause errors during the Activate phase). Lack of this privilege will also prevent use of the package, because we issue git commands via $zf(-100).

This would likely fail even earlier in Package Manager steps, but it does no harm to add a note.
