Setting things up as a proper repo in ipfs-shipyard so we can more easily work with it and people can more easily find it. This includes adding an actual license.

@whyrusleeping do you mind following the procedure from ipfs/kubo#6302 and responding with the comment:

@willscott do you mind doing the same in case I take code from your fork?

I license past and future contributions under the dual MIT/Apache-2.0 license, allowing licensees to choose either at their option.
