warmup_duration_secs missing from LoadBalancerSettings docs

The warmup_duration_secs config option appears to have been available since this pr dropped in feb. It looks like it should be listed in this table but it's not there.

@rsalmond : istio.io is currently pointing to the 1.13 branch, the change you are mentioning here does not seem to be part of 1.13. So whenever 1.14 release is out, I think you should see the changes in the document.
