Feedback from users has shown that it's pretty common for JavaScript applications to want float64 everywhere, and Java/C# applications to want int32 everywhere. To make retrofitting applications using jtd-infer easier, this PR adds --default-number-type.

Furthermore, this PR switches to release-based publications of the crate. It also makes this crate usable as a Rust library.
