Emacs 26.1 shr.el can't render HTTPS links

Some pictures in LeetCode problems description use HTTPS, which shr.el will
failed to render.

It seems shr.el can't use external tools to do networking (such as curl). So on
rendering problems description, we stuck in HTTP.
