What this PR does / why we need it:

We can remove the bash script since krel gcbmgr is now in place.
Documentation has been updated as well as the references in anago.

Which issue(s) this PR fixes:

None

I think we should double-check that there are no other references somewhere in the wild.

Does this PR introduce a user-facing change?

The shell-based gcbmgr tool is now deprecated
