Panel (taskbar) does not work while window is in full screen mode

Steps to reproduce
Full screen on youtube, then click super key to pop up the menu, then try and open an application pined to the taskbar

Expected behaviour
Application should open or preview should pop up above app (as it would when you hover over it when not full screened)

Title is accurate. Not only youtube, if Terminal, or Nemo, or System Settings or any app is in full screen mode,
then the panel essentially can not be activated. Pressing the Super key for me brings up Cinnamenu and the panel,
but only Cinnamenu responds to the mouse, the panel does not.
Ubuntu 21.10 impish (x86-64) / Cinnamon 4.8.6
