Enhance UI to allow for users to upload documents/files for RAG

🚀 Describe the new functionality needed

Users should be able to upload a file in the Playground UI that is then sent to the llama stack server and is ingested into the vector database for RAG.

💡 Why is this needed? What if we don't build it?

Parity with Streamlit.
