Move Stacker out of the LLVM repository to its own, like Java

Extended Description

Stacker currently has a dependency on llvm-gcc. It is the last one that remains
in LLVM. By moving Stacker to its own repository we can remove this last
dependency and simplify building llvm and llvm-gcc for the 2.0 release.

Stacker is in its own llvm-stacker module now. When the configure adjustmentst are done, we can zap the
copy in the llvm repo and rename llvm-stacker to stacker if you'd like.
