[HLSL] Add execution testing of Samplers Root Signatures

This issue is resolved when there are execution tests added that use StaticSamplers in the root signature.

We now have capabilities for texture support, so we can initialize a texture and write tests using the root signature for these texture sampling resources.

AC:

• Add an equivalent test for each scenario added in [RootSignature] Add frontend RootSignature testing #45 for static samplers.
