This is important to see if a newer version of the R package works with an old hook revision
binaries are built for mac and windows on cran, for linux we can rely on renv cache. This should serve most users

Closes #263. This test for
v0.1.3hook scripts and associated tests. We'll have to see if we ever want to require up-to-date hook revision for up-to-date {precommit}.
