Unable to upload Logo, Magento 2.3.0 Beta18

Summary of the issue : Unable to upload logo via browser (Firefox)
Environment: Magento C.E 2.3.0 Beta18, PHP7.2, Apache 2.4.29 OS Ubuntu 18.04.1 LTS, Mysql Server version: 5.7.23, Server charset: UTF-8 Unicode (utf8) (External RDS instance)

The webserver has been setup for TLS 1.2 communication.

Expected and actual results: Ability to change the logo, Unable to upload logo 
Error message :" A technical problem with the server created an error. Try again to continue what you were   doing. If the problem persists, try again later."

Preconditions (*)

1. Magento 2.3.x

Steps to reproduce (*)

1. Content -> Design -> Configuration
2. Edit any Default Store View
3. Other Settings -> Header
4. Upload a favicon or logo

Expected result (*)

1. Favicon or logo is uploaded and "filled in the form"

Actual result (*)

1. Error message :" A technical problem with the server created an error. Try again to continue what you were doing. If the problem persists, try again later."

Hi I have given all the required information above,
New install of Magento via composer,

Steps to reproduce

Setup Apache on an EC2 Ubuntu instance
Create an external RDS database
Ensure connectivity etc
Install CE edition via composer

composer create-project --repository=https://repo.magento.com/ magento/project-community-edition=2.3.* --stability=beta /var/www/html/

#Set pre-installation permissions
cd /var/www/html

find var generated vendor pub/static pub/media app/etc -type f -exec chmod g+w {} ;
find var generated vendor pub/static pub/media app/etc -type d -exec chmod g+ws {} ;
chown -R :www-data .
chmod u+x bin/magento

Setup Magento via browser: Everything went through without any issues.

Afer magento installation:
php bin/magento cron:install
php bin/magento cron:install
chmod 555 /var/www/html/app/etc

Hi Rick,

There were no errors in the log files. I've tried 2.2.6 with the same setup, and php 7.1x and it works perfectly. For the time being I've reverted back to 2.2.6 .

2. Content -> Design -> Configuration -> edit any Default Store View
3. Other Settings -> Header -> try to upload a favicon or logo

With the change of "fileuploader" to "imageuploader" the correct formElement was not updated to match the new "imageuploader".
