Admin grid button flicker issue after page load due to re-ordering

Preconditions (*)

1. Magento 2.2, 2.3, 2.3-develop

Steps to reproduce (*)

1. For Example: Goto: Admin -> System -> Backups and reload the page and see the buttons above the grid are moving after page load.
2. Applicable on all the Admin Grid Buttons.

Expected result (*)

1. The buttons are in the same order as specified and do not change order after page load.
