Migrate to new CI framework #647
Description
Travis CI is no longer really suitable for our builds. (See #635.)
I'm working on a shell script using arduino-cli that seems promising. Much faster, can be run locally, and also maybe suitable for use with drone.io or other CI frameworks for doing hardware-in-the-loop testing.
