Extensibility by other plugins

How could we add support for tools for other plugins on a site? Maybe adding some filters they could hook into?

Possible hooks:

• modify provider/model for a service
• disable REST controllers by plugins - sort of control of what can be used by admins and editors (or whoever has access to WP-CLI)
