Disable typescript-bot

For #38546 there was a question, which question I have answered. Nevertheless the question tag remained there and “since there was no activity”, typescript-bot closed the case.

Obviously, the clarification from my side was handled and the question tag is since then inappropriate.

Since typescript-bot cannot decide on such things with the necessary precision, it shall be disabled.
