Run pipeline using Python 3.6, 3.7, and 3.8. Primarily so that we could run pytest against each Python version.

I just used a matrix to run the entire build in parallel for each version.

Unsure how this effects the test result and code coverage publishing. I did use a unique name for the test result in each pass.
