Hi @ZhongkaiChen and thanks for reaching us. Could you please try to reinstall ios-webkit-debug-proxy by using the following commands? A new ios-webkit-debug-proxy version contains work compatibility fixes for iOS 13.

brew uninstall ios-webkit-debug-proxy
brew install ios-webkit-debug-proxy --HEAD

If it doesn't help you, could you please check if WKWebView plugin (e.g. cordova-plugin-wkwebview-engine) is used in your project?

@ZhongkaiChen, could you please check if Safari Web Inspector option is enabled on your device?
To reach the Web Inspector option you can do the following:

Tap Settings > Safari > Advanced

Could you please also tell us if your application is pure Cordova or Ionic one?

Same problem on my side with ionic cordova app
The Web Instpector option is not available in the simulator

Hi @MKHSKY, for now Cordova Tools extension doesn't support iOS Simulators debugging and Ionic application debugging for devices with iOS version over 12.3.0. This caused by ios-webkit-debug-proxy bugs: google/ios-webkit-debug-proxy#294, google/ios-webkit-debug-proxy#250, google/ios-webkit-debug-proxy#326. You can find more information about that here.
