[Bug]: OE Pollutes console with connection group error when OE is not initialized #20004

Description
OE keeps polluting console with error messages when executing queries without OE activation.
Steps to Reproduce
- Open vscode and do not switch to server tab.
- Open sql queries from file explorer, connect and run queries.
- You should see console errors coming from connection group.
