If the chosen Python version is not related to a virtual environment, suggest to the developer to create a new one to avoid problems with global dependencies and possible ones she needs to install.

As next steps, it'd be really nice to allow creating of virtual environments from VSCode directly.

Suggest to create a virtual environment instead

Thanks for the PR, however please create an issue first so we can discuss on whether we want this and how to approach this. We're reducing the number of pop ups which show up at startup, so it's unlikely we'll accept the PR at this state. Maybe we can show it in the problems window: microsoft/vscode#155673, maybe the language status, or something else.

As next steps, it'd be really nice to allow creating of virtual environments from VSCode directly.

#19676 may just be what you suggest, feel free to leave your ideas there.
