Notification mechanism consolidation between Agent and Cloud

## Issue:
Currently, alert notifications are being sent from both Agent and the Cloud even when the agent is claimed on the cloud.

## Requirement
Notifications of Alerts should only come from the Cloud if the Agent is claimed for the notifications mechanisms that are common. If other notification mechanisms are enabled on the Agent, these should be honoured.
