Create a GitHub app for test Jenkins CI

I'm exploring the possibility of using the GitHub Checks API Plugin

This plugin requires to setup a GitHub app so it can interact with the GitHub API.

I'm requesting the permission to create a GitHub app for the nodejs org and set it up for https://ci.nodejs.org as documented in https://github.com/jenkinsci/github-branch-source-plugin/blob/master/docs/github-app.adoc
