This use the new command in node-core-utils to automatically maintain the list of members in the README with members in the @nodejs/diagnostics Github team.
Refs: #127 (comment)
Refs: nodejs/admin#61

npm install -g node-core-utils
ncu-team sync README.md

See https://github.com/nodejs/node-core-utils/blob/master/docs/ncu-team.md for details.

The following members are currently removed from the list because they are not members of @nodejs/diagnostics:

@groundwater
@hayes
@lykkin
@mikeal
@rvagg
@domenic
@jeffolfert
@danielkhan
@naugtur

Would you like to be re-added to this list? If so we just need to invite you to the @nodejs/diagnostics team and update this PR.

Since there have been no objections in one week, I will go ahead and merge this first. If people who have been removed here want to rejoin, please open an issue or reply here.
