Multi Instance: Refactor: move tree modifiers actions to Explorer

Following modifiers operate on explorer and should be moved into the Explorer class:

• collapse-all
• expand-all
• actions/tree/toggle

Once again you caught me with an out of date issue description.

It looks like most toggles have been moved to classes: filters, folder groups, marks etc.

The outstanding one does indeed look like the big one: nvim-tree/actions/tree/toggle.lua

Checking if that's mentioned elsewhere...
No. This appears to be the only work required for toggle.lua

Groomed the backlog a little. Everything in https://github.com/nvim-tree/nvim-tree.lua/milestone/1 is now achievable.
