Support recreating existing credentials

This will be useful for when encryption is turned on in an existing environment. It will allow us to go through and encrypt any credentials that were already there. This should just be a POST request that only the admin can hit to trigger it.

This is merged. I added a new admin route in the API at /api/credentials/recreate-all that can be used to recreate every credential in the database.

The easiest way to test this would be to run Obot locally with your OPENAI_API_KEY variable set, so that it gets saved as a credential. Then do curl -X POST localhost:8080/api/credentials/recreate-all after a couple minutes have passed. Then connect to the database, run select * from gptscript_credentials;, and check the created_at field on them. You should see it set to whenever you ran that curl command.
