Website is on a single old VM

Final status

Website easily deployable
Packages updated at each PR

Next step

VM infrastructure (opam.ocaml.org) is built with alpha on a mirror.

Not user visible so can deploy bleeding edge as it can be reverted
Not take logs into account
put in place on Rackspace, based on Dockerfile
