This PR adds a command openai:install to easily setup OpenAI for Laravel.

What it does:

  • Publishes the config/openai.php
  • Adds the OpenAI API Key and Organization ID variables to the .env and .env.example file
  • Asks to star the repo
  • Shows links to the repo, the OpenAI for PHP Readme, Telegram channel
  • Shows sponsoring links (in random order)
