8368308: ISO 4217 Amendment 180 Update

Please review this PR which incorporates ISO 4217 update 180 into the Currency data. Bulgaria (GMT+2) now transitions to Euro, effective on the 1st of January 2026. Changes also include removal of now defunct cut overs.
