This updates our shared config to work with ESLint 9.
This also replaces the
@openlayers/eslint-pluginfrom the https://github.com/openlayers/eslint-plugin repo. I've ported over theno-exclusive-testsrule to work with ESLint 9. Thevalid-tsdocrule in that repo was not being used (in https://github.com/openlayers/openlayers).Fixes #107.
