This PR is related to issue #1341 and attempts to combine the config directories of operator-controller and catalogd into a single directory.

The PR aims to re-use any common files where they may exist but still maintain unique output files at the end of the effort.

  • Further testing is still required to ensure affected make targets are working as expected following the changes
