Added help & communication section

This aims to make it more clear for people where they can get help, report bugs and join in with strategy discussions etc.

As suggested by - #5419 in the server repo.

To do:

• Finalise links to stack overflow tags as these may be changing.
• Change help links in the footer to reflect changes

The footer has a link to the Parse tag on server fault - should I add that as an option in the new help & communication section?

I wouldn't let that decision hold up the progress with this ticket, we can always review it later.

While there are not many questions there, they do seem to have answers, meaning somebody is making the effort to help. I don't have the authority to make that call...

I've changed the wording + links based on the conclusions from the discussion here.

I've also fixed the text overflow on .repoList .repoDescription so that it is not hidden and wraps onto more lines -

Looks good - I think it’s missing an entry in the navigation. There is a scrollspy esc menu bar.
