Wizard - update custom footer example to use ActionList

Describe the enhancement or change
To recommend the use of ActionList, we should update the custom wizard footer example similar to the update made to a default footer in #10378 , or add Flex layouts or similar to achieve the intended visuals.

Is this request originating from a Red Hat product team? If so, which ones and is there any sort of deadline for this enhancement?
