RFE: optional ability to resize table column widths

Problem statement

As a user of OCP, when I'm trying to read data inside dense tables, it can be hard to view relevant data as the column widths can get very narrow. Customers have requested the ability to resize columns in OpenShift console so they can tweak the display of the table data to suit their needs.

Goal

A user of the Data view extension can configure their table to have resizable columns.
It implements the designs provided in patternfly/patternfly-design#1417

Acceptance Criteria

All issues will be closed, with tests, demos, and any documentation updates required by Erin Donohoo

Level of effort

It is anticipated that it'll take a developer 2 sprints to implement this feature.
