change delaytimes via cat

modified delay time routine via cat,
On Linux, may want faster response times in some programs.
So all the functions that are executed via cat have immediate response without delay time.
Also, the logic that automatically recovers when the protocol is broken is also uncommented.

I added an option to vfotoggle.
There are delay commands in some other functions, but they are only called in Ham radio deluxe so far.
There was no problem with HRD, so I had only a short delay time.
